ENVIRONMENTAL ENGINEER, JAMES D. WATTS, ATTORNEY AT LAW, are requesting a Special Use Permit for Floodplain Development
(Part of 17 Parcels w/19 Crossings); Variance from Stream & Wetland
Protection Ordinance (Part of 30 parcels, 38 crossings). This
request is to allow construction of a 17.66 mile long, 20” pipeline to be used
in the transport of diluent from the Chicago area to Enbridge’s Southern Lights
Pipeline and finally to oil sands production areas in Western Canada. Thirty (30) parcels will be crossed during
construction, with five crossed multiple of times. Seventeen (17) parcels with floodplain areas
will be crossed during construction; some parcels having multiple
crossings. Disturbed wetlands and
floodplains will be restored to their pre-construction condition, including a
mitigation plan outlining location and boundaries of plantings, types and
varieties of seed mix, and the restoration, inspection, maintenance and
reporting schedules. The applicant must
comply with Section 8.25 (Pipeline Ordinance) of the Will County Zoning
Ordinance. This pipeline will cross Florence, Manhattan, Wilmington, & Wilton Townships, and the following
recommendations have been made:
